California car insurance minimums rose in 2025, and the state limits which factors insurers can use. Here are the limits, the penalties and how to compare quotes.

California car insurance minimum requirements

California raised its minimum limits on January 1, 2025, from 15/30/5 to 30/60/15, the first increase in decades. The limits are scheduled to rise again in 2035. Policies with lower limits were moved to the new minimum at renewal, which can affect premiums.

Bodily injury liability$30,000 per person / $60,000 per accident
Property damage liability$15,000 per accident

How California car insurance works

California is an at-fault state. The driver who causes a crash is responsible for the damage, and liability coverage pays for it up to your limits. California also uses a pure comparative fault rule, which reduces your recovery by your share of the blame instead of barring it.

The state also sets rules for how insurers price policies. Your driving record, annual mileage and years of experience carry the most weight, and insurers cannot use your credit score to set your rate.

How California verifies your car insurance

You must show proof of insurance to register a vehicle in California, and insurers report coverage to the DMV electronically. If the DMV cannot confirm coverage, you may be asked to provide proof, and your registration can be suspended if you do not respond in time.

A cash deposit with the DMV or a surety bond can stand in for insurance, but few drivers use them.

What happens if you drive without California car insurance

Driving without insurance can lead to a fine of roughly $100 to $200 for a first offense, plus penalty assessments that can raise the total considerably, and larger fines for repeat offenses. Your vehicle can also be impounded.

The DMV can suspend the registration, and if you are in an accident while uninsured, you may need to file an SR-22 for about three years. An SR-22 is not insurance. It is a form your insurer files with the state, and it usually raises your price.

If you need that filing, see our high risk car insurance guide. Confirm current amounts with the state.

Is the California car insurance minimum enough?

The minimum is the floor, not the goal. Medical bills, lost income and vehicle damage from a serious crash can exceed the required limits quickly, and any gap becomes your responsibility.

Uninsured motorist coverage in California

California insurers must offer uninsured and underinsured motorist coverage, and you can reject it in writing. Because drivers still run uninsured, many people keep it.

Keeping proof of California car insurance

Keep proof of insurance with you whenever you drive, and keep a copy of your declarations page at home. Ask your insurer for an ID card or a digital copy, and confirm what California accepts.

If you change insurers, avoid even a one-day gap, and save the confirmation showing the new start date.
